Dr. Steven A. Lockard was appointed to a four-year term as Superintendent of Carroll County Public Schools effective July 1, 2018.
Dr. Lockard grew up in Carroll County, where his father, Dr. Brian Lockard, also served as Superintendent of Schools from 1994 to 1998. After graduating from Westminster High School, Dr. Lockard earned a Bachelor of Science in Education/Early Childhood Education from Frostburg State University in 1992, a Master of Science in School Administration from Western Maryland College (now McDaniel College) in 1998, and a Ph.D. in Organizational Leadership and Policy Studies from the University of Maryland in 2013.
Dr. Lockard began his career as a teacher in Frederick County Public Schools in 1992. While in Frederick County he was an assistant principal from 1996 to 1999 and principal of Brunswick and Tuscarora Elementary Schools from 1999 to 2007. He served as Director of Elementary Schools and Title I from 2007 to 2009. He was the Associate Superintendent for Elementary School Improvement, Instruction and Administration from 2009 to 2012 and Deputy Superintendent from 2012 to 2014.
Dr. Lockard served as Deputy Superintendent and Interim Superintendent of Fairfax County Public Schools in Fairfax, Virginia, from 2010-2014.
Among Dr. Lockard’s awards are the Frederick County Sallie Mae First Year Teacher Award, the National Sallie Mae First Year Teacher Award, and the Washington Post Distinguished Educational Leadership Award.
