Mr. Brown - Principal

Michael Brown is beginning his first year with Carroll County Public Schools.  Before coming to Winters Mill High School, he had the opportunity to spend the last 16 years at Baltimore City Public Schools.  Mr. Brown served the last 6 years at BCPSS as an Assistant Principal.  He began his career in education as a special education teacher and educational associate, working with a variety of students and teaching multiple subject areas from English to Science.  Mr. Brown obtained his BS degree at Shepherd University in West Virginia studying Communications.  He went on to attend the University of Phoenix and earned his MA degree in Educational Leadership and Supervision.

Mrs. Lynch - Assistant Principal
 

Attended Slippery Rock University where she received a Bachelor’s Degree in both elementary and special education.  She earned her Master’s in Education Administration at McDaniel University.  Ms. Lynch was a special educator both at Winters Mill and Francis Scott Key High School. Prior to her teaching career, Ms. Lynch worked as a Director in the Human Services field and was a management consultant for human service organizations within the region.

Ms. Garvin - Assistant Principal

Attended McDaniel College where she received a Bachelor of Arts degree in Economics and Business Administration with a minor in Communications. She earned her Master of Arts in Teaching at Mount Saint Mary’s University and then went on to receive her Administrator I certification from McDaniel College.  Before her appointment to Assistant Principal at Winters Mill High School, Ms. Garvin served as an Academic Facilitator and Business Education teacher at Century High School. Prior to that, she was the Assistant Vice President for Budget and Resource Planning at the Maryland Biotechnology Institute in College Park, Maryland.
