What is Title I?
Title I is part of the Elementary and Secondary Education Act authorized under the legislation, Every Student Succeeds Act (ESSA) of 2015. It provides federal funds to school districts, including Carroll County, to ensure that all children have a fair, equal, and significant opportunity to obtain a high-quality education and reach proficiency on academic achievement standards and academic assessments. Schools are ranked annually based on the proportion of children, pre-kindergarten to grade 5, who qualify for the Free and Reduced Meal program. What types of programs can be implemented?
Schools with a poverty rate of 40% or greater may use the Title I Schoolwide program model which is designated to upgrade the entire educational program. Each schoolwide school develops a schoolwide plan, with input from teachers, parents and the community, based on the unique needs of the school. The primary goal is to ensure that all students, particularly those who are low-achieving, demonstrate proficient and advanced levels of achievement on State academic achievement standards. For SY 2017-2018 Elmer Wolfe, Robert Moton and Taneytown Elementary are designated as Title I Schoolwide schools.
Schools with less than 40% poverty may be supported by the Title I Targeted Assistance program model which is designed to provide supplemental services to targeted students only.
