Statement  The Superintendent formed a CCPS Blueprint Implementation Team to coordinate the implementation of the Blueprint for Maryland’s Future.  There are five subteams based on the five Blueprint policy areas.  Each subteam has a designated chair and team members assigned based on the content. 

The CCPS Blueprint Implementation Team will meet in an ongoing manner.  The CCPS Blueprint Implementation Coordinator and the subteam leaders are responsible for managing timelines and coordinating the works of the teams.  Monthly reports are provided at Board of Education business meetings.

AIB WAIVER ON BLUEPRINT FISCAL COMPLIANCE

The AIB granted our waiver request on Blueprint fiscal compliance on April 28, 2025.  You may view the waiver hearing and the AIB's decision to grant the waiver through the AIB video streams.  You may also review our waiver request submission and the AIB's written decision on the waiver their website.  

This waiver from the AIB does not relieve CCPS from meeting the fiscal compliance requirements under the Blueprint for Maryland's Future.  Instead, it is an extension of time to meet the requirements.  As part of this process, we are working with AIB consultants from APA Consulting to re-examine our compliance plan and to identify refined or promising new strategies to meet the requirements.  Although this work is in its beginning stages, we are encouraged by our initial discussions.  

We want to thank the members of the Board of Education, the Board of County Commissioners, the Carroll Delegation, and the CCEA and APSASCCO bargaining units for their direct support of the waiver.  It would not have happened without their support.  Likewise, we would like to thank the school system community for your support.  The outpouring of correspondence from citizens supporting the waiver was noted by the AIB Chair at both the hearing and the decision meeting.  Your voices mattered in this process and we are grateful for the support of the community.
