Citizen's Guide to the Operating Budget Process, 2022-2023 School Year

The dates for public presentation, review, and input to the Operating Budget for Carroll County Public Schools
for the 2022-2023 school year are listed below:

  • Wednesday, January 12, 2022, 5 p.m.  Superintendent’s Proposed FY 2023 Operating Budget released during regular Board of Education meeting

  • Wednesday, January 26, 2022, 7 p.m.*  Public Operating Budget Hearing to gather input from the community on the Superintendent’s Proposed FY 2023 Operating Budget

  • Wednesday, February 2, 2022, 5 p.m.*  Public Operating Budget Hearing to gather input from the community on the Superintendent’s Proposed FY 2023 Operating Budget followed by a Board of Education Budget Work Session

  • Wednesday, February 9, 2022, 5 p.m.*  Board of Education adopts a budget to submit to the Board of County Commissioners, which includes the formal funding request to the county, during its regular meeting

  • March – April 2022 (Dates TBA)*  Board of County Commissioners holds budget hearings where CCPS presents and supports operating and capital budget requests and community members can provide input to the county government.

  • Wednesday, May 4, 2022, 4 p.m.  Board of Education Budget Work Session to consider adjustments necessary to bring the budget into balance based on State and County revenue and incorporate any other changes

  • Wednesday, May 25, 2022, 5 p.m.*  Board of Education approves final budget and submits budget category totals to Board of County Commissioners for final approval

To ensure adequate time to address all budget topics, the Superintendent will be observing the following guidelines during
Citizen Participation at the public hearings:

  • Citizens will be given up to three minutes to speak.
  • The Superintendent reserves the right to limit testimony on each budget item to five speakers. This will allow time for public comment on all budget topics.
  • Citizens may not display signs or posters. In lieu of signs, individuals are encouraged to submit written comments to the Board and the Superintendent.
