Board of Education Seeks Feedback on Agenda Items

The Board of Education of Carroll County is seeking feedback on the following agenda items from its meeting on Wednesday, September 14, 2022.

  • Citizen Participation Guidelines
  • Proposed School Calendar 2023-2024
  • Proposed Curriculum Guides 2023-2024
  • Proposed High School Program of Studies 2023-2024
  • FY24 Capital Budget and FY25-29 Capital Improvement Program.

Citizen Participation Guidelines

The proposed revisions were sent out for a 30-day public comment period before the September 14, 2022 meeting. At that meeting, the Board made additional revisions, which are now out for feedback.

Proposed School Calendar 2023-2024

Highlights of the calendar include:

  • The first student school day is proposed to begin after Labor Day on September 5, 2023.
  • Five (5) Emergency Closing days are built into the calendar.
  • Winter Break is proposed to begin on Monday, December 25, 2023, with students returning on Tuesday, January 2, 2024.
  • Spring Break is proposed to be Thursday, March 28, 2024, through Tuesday, April 2, 2024.
  • The last day of school for students is proposed to be Thursday, June 13, 2024.

Proposed Curriculum Guides 2023-2024

The curricula were piloted during the 2021-2022 school year. Revisions have been made based on teacher feedback. Each curriculum is provided in digital format and available for review.

Proposed High School Program of Studies 2023-2024

The High School Program of Studies is designed to assist students and parents to develop a carefully planned educational program for high school. This plan should be based on established graduation requirements and should reflect the interests of the student. Approved course offerings available in Carroll County high schools are identified. Each school develops its program from these course offerings.

FY24 Capital Budget and FY25-29 Capital Improvement Program

The FY24 Capital Budget and FY25-FY29 Capital Improvement Program Request reflect the projects identified in the 2022-2031 Educational Facilities Master Plan approved on June 8, 2022. Some of the major highlights of the CIP Request are listed below:

  • The FY24 request includes the final installment of State funds for the Carroll County Career & Technology Center.
  • The FY24 request includes the remaining State share of construction funding for the East Middle Replacement project.
  • The FY24 request includes $200,000 to perform a Feasibility Study to evaluate ways to address the expansion of Prekindergarten services
  • Prekindergarten classrooms have been included in the Kindergarten Addition projects included in the request.
  • The State cost share has been adjusted for future projects based on the anticipated decline from 59% to 52% in FY26.

These items, with the exception of the proposed calendar, will be returned to the October 12th Board of Education meeting for approval. The calendar will remain out for feedback for 60 days and will be approved at the November 9th Board meeting.

Citizens may click here to submit comments online or send comments by U.S. mail to the Superintendent’s Office, Carroll County Public Schools, 125 North Court Street, Westminster, MD 21157. Citizens also may give public comment during citizen participation at the Board of Education meeting on Wednesday, October 12. Comments on the calendar may also be made at the meeting on Wednesday, November 9. The meetings will begin at 5:00 p.m. with time for citizen participation at approximately 5:15 and again later in the meeting.
