Proposed School Closure and Boundary Adjustment Plan
The following Board of Education of Carroll County school closure and boundary adjustment plan is proposed for the school year commencing August, 2016.
Proposed School Closures:
Charles Carroll Elementary, New Windsor Middle, and North Carroll High
Proposed Boundary Adjustments:
Elementary Schools: Ebb Valley, Elmer A. Wolfe, Manchester, Runnymede, Taneytown, Westminster, and William Winchester
Middle Schools: Mt. Airy and Northwest
High Schools: Manchester Valley and Westminster
Public Hearings To Be Held:
Date:   December 1, 2015
Time: 7:00 p.m. to 9:00 p.m.
Place: North Carroll High School
Date:   December 2, 2015
Time: 7:00 p.m. to 9:00 p.m.
Place: Winters Mill High School
Date:   December 3, 2015
Time: 7:00 p.m. to 9:00 p.m.
Place: Francis Scott Key High School
For all public hearings, the doors will open to the public one hour prior to the hearing times. Boundary maps based on the proposed school closures will be on display for public viewing and are available at the Internet site below. 
Oral testimony at the hearing will be limited to two minutes per speaker in order to allow as many individuals to speak as possible. Individuals wishing to speak must submit a blue public comment card, which will be available at the door prior to the hearing. Speakers shall not defer their comment time to other individuals.
Written testimony and/or data may be submitted to the Board of Education at the address below in conjunction with the testimony or in lieu of an oral presentation. Any written testimony and/or data should be postmarked no later than December 5, 2015 so that it may be considered by the Board of Education. Written testimony and/or data may also be submitted to the Board of Education electronically using the following email address: mailto:Notice of Public Hearings.
Special Board Meeting
The Board of Education will conduct a special meeting at Westminster High School on December 9, 2015, with public session beginning at 6:00 p.m. Members of the public will also be permitted two minutes per person to speak, or present written testimony or data, at this meeting prior to the Board's final vote. Public comment will begin at 6:00 p.m. for a period of 30 minutes. The Board’s vote will be taken at approximately 6:30 p.m.
The Board of Education will, at a minimum, consider all data, factors, and analyses enumerated by the Superintendent in the final recommended plan. The Board’s final decision will include contemplation of these factors and public input, and will set forth the rationale for the Board's decision to close or not close the school(s) and implement the boundary adjustments for the 2016-2017 school year. The Board’s final decision will be in writing and will be announced no later than April 30, 2016.
