New Legislation for Federal Student Loans
Students now will take out a federal loan through the William D. Ford Federal Direct Loan Program (www2.ed.gov/offices/OSFAP/DirectLoan), rather than through private banks and will be managed and guaranteed by the federal government. Private loans will still be available from banks. Also, Pell Grant awards will rise to $5,550 for this coming school year and $5,900 during the 2019-20 school year. Pell Grants will only cover one third of the average cost of attendance at a four-year college. The minimum Pell Grant of $400 has been increased to $976.
This legislation has made it easier for students to pay back loans and accelerate loan forgiveness. After July 1, 2014, students who take out loans will be required to pay 10 percent of their income to repay the loan instead of the now 15 percent. Those who stay current with paying the loan will have them forgiven after 20 years instead of the now 25 years.
Finally, interest rates on subsidized federal loans will decrease from 6 percent to 5.6 percent and will continue to drop to 3.4 by 2011.
