CCPS Gifted and Talented Education Program

Philosophy and Mission:

As all of Carroll County's public schools strive to meet the individual needs of its students, so does the Gifted and Talented Education Program (GTEP). Differentiation within the regular classroom, in special and fine arts areas, and in the GT Education Program itself, is crucial to improved teaching, student learning, and school performance. This is a cornerstone of the program, where the education of gifted and talented students must be flexible and responsive to their unique needs. The curriculum for highly able students, both in and out of the classroom, should be purposeful and rigorous, motivating and meaningful. Through a balance of acceleration and enrichment, the cognitive and affective abilities of gifted learners can be recognized, developed, and challenged.

In January 2002, the Maryland State Board of Education adopted the national standards of the National Association for Gifted Children (NAGC). The CCPS GT Education Program will continue to use and be driven by these gifted program standards and use them to examine the quality of the program and to make continual progress in meeting exemplary standards. Therefore, the GT Education Program of Carroll County's mission statement is:

Carroll County Public Schools' Gifted and Talented Education Program, as an integral part of the community learning culture, will provide identified students with a continuum of services based on sound theory and research to meet the needs of highly able learners and maximize student achievement.
