The Board of Education of Carroll County is composed of five Members elected for terms of four years. The County Commissioners serve as non-voting, ex-officio Members of the Board. The Superintendent serves as the Board's Executive Officer, Secretary and Treasurer. Each year a student representative is selected by the Carroll County Student Government Association.
