CCPS Legislation
Legislative position statements are approved by the Board of Education each year to provide input to the Carroll County Delegation for legislation impacting the effective and efficient operation of the school system. Board members met with the Delegation on September 28, 2011 in an open forum for the dual purpose of discussing the Board’s legislative positions and fostering positive relations between elected officials. In October 2012, the Board approved its official 2011-2012 Legislative Position Statements.
The 90-day 2012 General Assembly session opened on January 11, 2012. The session focuses on two critical issues for CCPS and other local boards of education in Maryland. The first is a proposal in the Governor’s budget to shift a significant portion of teacher pension costs to county governments. For Carroll County, this is an initial $7 million cost in fiscal year 2012 which is projected to grow to $10.5 million by fiscal year 2017. The second major issue is the need to clarify the Maintenance of Effort law which regulates the annual funding level at which county governments fund local boards of education.

How to Get Involved
There are a number of ways for CCPS community members to become involved in the legislative process and to indicate their opposition to the pension cost shift proposal in the 2012 BRFA. These include:
- Contacting the members of the Carroll Delegation and informing them of your opposition using the CCPS BRFA Talking Points or your own thoughts;
- Contacting key legislators and informing them of your opposition using the CCPS BRFA Talking Points or your own thoughts;
- Attending a legislative committee hearing and testifying against pension cost shift; and
- Supporting the Board of Education’s budget request with the County Commissioners.
