Carroll County Public Schools ( CCPS ) is soliciting competitive bids for the work described below. Unless noted otherwise, all bids shall be delivered to the Purchasing Office, Room 214, Board of Education of Carroll County, 125 North Court Street, Westminster, MD 21157.

Sealed bids will be received by the Board of Education of Carroll County for the following bid packages for the Construction of Manchester Valley High School in Carroll County, Maryland on May 27, 2008, 2:00 PM Local Time at the Carroll County Public School’s Central Office, Winchester Building, Room 007, located at 125 North Court Street, Westminster, Maryland 21157. Such bids so received shall be publicly opened and read aloud. If bids are mailed or delivered in advance, mail/deliver to: Carroll County Public Schools, 125 North Court Street, Room 214, Purchasing Office, Westminster, MD 21157 and bids must be received no later than1:30 PM local time on May 27, 2008.

A pre-bid meeting will be held on May 7, 2008 at 10:00 AM at the construction site trailer of SPN, Inc. at Manchester Valley High School, Manchester, MD 21102. Bidders/Contractors should use the construction entrance to the site directly off of Route 30. It is highly recommended that all interested bidders attend the pre-bid meeting. The Owner, Architect/Engineer and Construction Manager will review the bidding documents and explain the scope of the project.

The Project Architect is the firm of Grimm & Parker Architects, 11785 Beltsville Drive, Suite 1400, Calverton, MD 20705.

Bid Documents will be available April 30,2008 at the office of American Reprographics, 5542 Nicholson Lane, Rockville, MD 20852, phone number 301-231-5200. The charge for the documents will be at the printer’s cost.

Certified Minority Business Enterprises are encouraged to respond to this solicitation notice. The contractor or supplier who provides materials, supplies, equipment, and/or services for this construction project shall attempt to achieve a minimum of twenty-five (25) percent with a minimum of seven (7) percent from certified African - American owned businesses and, a minimum of ten percent (10%) from certified women owned businesses, and the balance from all certified minority business enterprises of the total Contract value is made directly or indirectly from certified minority business enterprises. All contractors, including certified MBE firms, are required to attempt to achieve the MBE subcontracting goals from certified MBE firms approved by the Maryland Department of Transportation (MDOT).

Bidders are required to submit the Certified MBE Utilization and Fair Solicitation Affidavit and the MBE Participation Schedule with their bid. If a bidder fails to submit either of these forms with their bid as required, their bid will be considered non-responsive. Also, the apparent low bidder is required to submit additional Minority Business Enterprise documentation and supporting data that is specified in the bid documents within ten (10) working days after notification that the firm(s) is the apparent low bidder.

All contractors must submit the completed Contractor’s Qualification Questionnaire with their bid. This questionnaire is intended as a basis for establishing the qualifications of a Contractor for undertaking construction work under the jurisdiction of the Board of Education of Carroll County. For this project, bidders shall have been in business for a minimum of five (5) years from the date of issuance of this bid, and shall have been a contractor who has performed similar services of a similar design and work scope of this project for a minimum of five (5) years from the date of issuance of this bid.

The Board of Education of Carroll County shall not be responsible for errors or omissions made by the printer or advertising house, which prepares bid documents, addenda, or advertising services. If bidders or advertising houses suspect that their set of documents is incomplete or defective, they should immediately contact the Project Architect.
