Comprehensive Master Plan
2003 - 2008

The Maryland General Assembly enacted Senate Bill 856, the Bridge to Excellence in Public Schools Act, on April 4, 2002. The Governor signed the Act into law on May 6, 2002. This law is consistent with the federal No Child Left Behind Act of 2001. As a result, all Maryland school systems must develop a five-year Comprehensive Master Plan. As specified in state and federal law, the 2003 - 2008 Comprehensive Master Plan for Carroll County Public Schools includes goals and strategies to promote academic achievement among all students.

The process of creating the Comprehensive Master Plan began early in 2003 when the Board of Education of Carroll County met in a public work session to discuss with staff members the goals that would be adopted for the 2003 - 2004 school year. To ensure alignment with federal and state legislation and accountability measures, the five Elementary and Secondary Education Act (ESEA) goals were adopted. In March of 2003, a draft of the Master Plan was made available to the public with an invitation to provide feedback and suggestions to a review committee.

ESEA and Maryland’s Bridge to Excellence hold all schools accountable for closing the achievement gap so that no child is left behind. The priorities embedded in the Master Plan include stronger accountability for results, expanded options and choices for parents, an emphasis on teacher quality, and an emphasis on teaching methods and practices that work.
